National Indicator NI188 is about ‘planning to adapt to climate change’. The indicator is a key driver for local action on adaptation. It measures progress on assessing and managing climate risks and opportunities, and incorporating appropriate action into local authority and partners’ strategic planning. The indicator is ‘process’ based rather than outcome focussed to recognise that adaptation is an emerging field. Progress on this target is measured via a self assessment with each local authority reporting a level of preparedness they have reached from level 0 to level 4.
